Welcome to the home page of the City’s Housing and Grants Division. Our office is in City Hall located at 1243 National City Blvd.
The Housing and Grants Division works to process grants and improve housing conditions for the citizens of the City of National City.
Community development programs are implemented through the administration of the Federal Section 8 Rental Assistance Program, HOME Investment Partnerships Program, and the Community Development Block Grant Program. The City of National City also utilizes 20 percent of the Redevelopment Agency's annual tax increment to facilitate the creation and preservation of affordable housing units. Other local funding resources are utilized to assist in the preservation and maintenance of safe and decent rental property.
The following projects and programs will expand affordable housing opportunities to very low, low, and moderate-income families as well as provide affordable and accessible housing for special needs populations including larger families, seniors and people with disabilities throughout the City.
Primary Objectives:
- Develop a Citywide First-Time Homebuyer Program and provide affordable ownership housing opportunities.
- Develop a Citywide Residential Rehabilitation Program and provide opportunities to preserve our housing stock.
- Implement focus neighborhood acquisition strategy to acquire and rehabilitate affordable rental housing.
- Continue to develop new senior and family housing developments.
- Effectively administer the Federal Section 8 Rental Assistance Program and provide affordable housing opportunities for renters.

First Time Homebuyer Assistance Program
- “First-time homebuyer” is defined as someone who has not owned a home that served as a primary residence for at least three years.
- The program is limited to those planning to buy a home within the city limits of National City.
- Requirements for program eligibility include limits to annual household income and the purchase price of the home.

Housing Rehabilitation Program
Communities Throughout National City”
The Division of Housing and Grants has primary responsibility for the processing of applications considered for funding under the National City’s Housing Rehabilitation Program (HRP). The primary purpose of HRP is to provide decent, safe, and sanitary housing throughout National City. The objectives of the HRP are:
1. Revitalize aging single family properties in the City of National City.
2. Assist low income homeowners with financing to rehabilitate their property.
3. Target specific deteriorated neighborhoods as identified by staff.
PARTICIPANT ELIGIBILITY
The housing unit to be rehabilitated must be the primary residence of the owner/borrower. Households must have an annual gross income that does not exceed 80% of the area median income for San Diego County as determined and updated annually by HUD as per 24 CFR Part 5. All persons in the residence are considered household members for purposes of income eligibility, subject to specific allowable exemptions.

LOAN TERMS
Loan Amount: Up to $40,000 for a single family home. Loan payments are deferred upon sale, refinance for cash out, transfer of title or discontinued residency.
Interest Rate: The interest rate is 1% per annum simple interest.
Grants: Up to $10,000 may be granted for Lead-Based Paint remediation if the work is done in conjunction with a loan.
ELIGIBLE COSTS
Rehabilitation assistance can be used to Make essential improvements, bring houses up to physical codes, improve energy efficiency and/or weatherization, and improve handicapped accessibility.
HOUSING INSPECTION AND PROPERTY ASSESSMENT
Staff shall visit the applicant’s home and identify priority code violations, incipient code violations, and desired property improvements. As part of this inspection, staff shall conduct a Lead Based Paint Inspection if the property was built prior to 1978. Staff will complete set of repair specifications detailing which items need to be repaired and secure homeowner approval. The City may also help, if requested, with the process of getting contractors to bid on the work. The bids will be based on the repair specifications so that only the work specified. Health and safety hazards receive the highest priority. All health and safety hazards must be eliminated.
The City of National City is committed to the preservation of sustainable and affordable housing. Housing Rehabilitation Loans are provided without regards to race, color, religion, sex, national origin, handicap, or familial status.
CDBG & HOME Grant Programs
The City of National City receives Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) program funds, as a direct entitlement from the U. S. Department of Housing and Urban Development (HUD). The CDBG and HOME programs are primarily designed to assist low- to moderate-income households by providing affordable housing, revitalizing neighborhoods, and by creating employment opportunities through economic development.
In order for National City to qualify for its CDBG and HOME entitlement funding, it must comply with an array of statutory and regulatory requirements, such as the development of the: Five-Year Consolidated Plan (Con-Plan), Analysis of Impediments (AI) to Fair Housing Choice, Annual Action Plan (AAP), and Consolidated Annual Performance and Evaluation Report (CAPER). FIVE-YEAR CONSOLIDATED PLAN (CON-PLAN)
In order to qualify for CDBG and HOME program funding, local jurisdictions must comply with an array of statutory and regulatory requirements. One such requirement involves the development of a Five-Year Consolidated Plan (Con-Plan) that identifies specific Housing and Community Development needs, priorities, goals, and strategies. The Con-Plan must also stipulate how funding will be allocated to address these stated housing and community development needs
The Con-Plan prepared in the spring of 2005 was developed in accordance with Sections 91.100 through 91.230 of HUD’s Consolidated Plan regulations; and it was designed consistent with the City’s General Plan, particularly the Housing Element. In addition, the Con-Plan was developed with an extensive public participation process that involved community stakeholders, housing and service providers, community leaders, city departments, and National City residents.
ANALYSIS OF IMPEDIMENTS (AI) TO FAIR HOUSING CHOICE
HUD requires that jurisdictions receiving CDBG and HOME program funding take actions to affirmatively further fair housing choices. Jurisdictions must report on such activities by completing an AI every three to five years, in alignment with the Con-Plan schedule. In general, the AI is a review of the impediments to fair housing choice in both the public and private sectors. The City of National City participated in the San Diego Regional Analysis of Impediments to Fair Housing Choice, prepared by Cotton/Bridges/Associates in February of 2005.
ANNUAL ACTION PLAN (AAP)
The purpose of the AAP is to review and update those assessments presented in the Con-Plan; to inventory resources that will be available during a given program year (fiscal year); and to identify the specific actions that will be taken in that program year to meet the city’s Housing and Community Development needs, and to implement the strategies set forth in the Con-Plan. The AAP is submitted to HUD annually, prior to May 15th.

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)
At the close of each fiscal year (program year), the City is required to submit a CAPER to HUD by September 30th. This report illustrates the actual accomplishments achieved during the program year. The CAPER allows HUD, local officials, and citizens to assess the use of available resources and to assess the efforts made towards achieving the goals and objectives identified in the Con-Plan, AI, and the AAP.
PUBLIC PARTICIPATION PLAN (PPP)
An integral component in the development of the Con-Plan, AI, AAP, and the CAPER reports is the public participation process. Included in the Con-Plan, is the City’s Public Participation Plan, which outlines the measures taken to facilitate public participation. The PPP provides residents and community stakeholders with numerous opportunities to participate at various phases in the development of these planning documents. Public hearings and public meetings are conducted with the City’s Housing and Community Development Commission (HCDC) and/or before the City Council to gather input from residents, community stakeholders, and city departments.
SOCIAL SERVICE FUNDING OPPORTUNITIES
Each fiscal year, the National City Council allocates 15 percent of the City's annual Community Development Block Grant (CDBG) entitlement to social service agencies. These agencies are selected through a competitive grant process, which is overseen by the Housing and Community Development Committee (HCDC) and by the City Council. Social service agencies funded with CDBG provide a wide range of services for National City residents who have limited incomes.
